  1. Preheat the oven to 190 degrees Celsius (375 degrees Fahrenheit).
  2. Line a muffin tin with paper liners or grease it lightly with butter.
  3. In a large bowl, combine the whole wheat flour, rolled oats, baking powder, ground cinnamon, ground nutmeg, salt, and brown sugar. Mix well.
  4. In a separate bowl, whisk together the beaten egg, whole milk, melted unsalted butter, and vanilla extract until smooth.
