- Preheat oven to 200 degrees Celsius (about 400 degrees Fahrenheit).
- In a large bowl, whisk together all purpose flour, granulated sugar, unsweetened cocoa powder, baking powder, baking soda, and salt until well combined.
- Add chilled diced unsalted butter to the dry ingredients. Use your fingers or a pastry cutter to cut the butter into the flour mixture until it resembles coarse crumbs with pea-sized pieces.
- Stir in dark chocolate chips and chopped dried tart cherries evenly into the mixture.
- In a separate small bowl, whisk together whole milk, beaten large egg, and vanilla extract.
- For the wet ingredients into the dry ingredients. Stir gently with a spatula until just combined. Do not overmix; the dough should be slightly sticky.
